Certificate 3 Guarantee
The Certificate 3 Guarantee program is a Queensland Department of Education and Training initiative that supports eligible individuals to complete their first post school or certificate lll qualification. The program also supports school students to access training and Queensland’s Year 12 graduates, to transition to employment by providing fee-free training in high priority qualifications.
The aim of the Certificate 3 Guarantee program is to help you get the skills required to get a job, re-enter the workforce or get that promotion you have always wanted.
What qualifications are subsidised under the Certificate 3 Guarantee?
Orange Vocational Education and Training are able to under this program offer a range of different qualifications that include the;
- SIR30216 Certificate III in Retail
- SIT30716 Certificate III in Hospitality

As a condition of your enrolment, you will be required to complete a student training and employment survey within three months of finishing or discontinuing your training. Read the Student Survey Fact sheet has more information.
What are the fees for Certificate 3 Guarantee qualifications?
Whilst the Queensland government subsidises training for a range of different vocational qualifications participants in the program will be required to contribute to the costs of their training. The amount of your out-of-pocket expense will vary depending on the course and training provider you choose.
Your out of pocket fee or Co-contribution fee can be paid by your employer or another third party, but cannot be paid or waived by us or any organisation related to us unless approved by the Department of Education and Training.

If you are granted credit transfer you will not be requried to pay a co-contribution fee for units granted credit.
Am I eligible?
To be eligible you must be …
- A permanent Queensland resident
- 15 years old or older (unless studying a VET in Schools program)
- An Australian or New Zealand Citizen or Australian Permanent resident(including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency
- Must not have completed or be currently be enrolled in a Certificate lll or higher level qualification

Higher level Skills
The Higher-Level Skills program is a Queensland Department of Education and Training initiative that aims to assist individuals gain the higher-level skills required to get a job or promotion in a priority industry, or transition to university to further their studies.
What qualifications are subsidised under Higher Level Skills?

- SIT50416 Diploma of Hospitality Management
- SIT40416 Certificate lV in Hospitality
